In WA local laws are being introduced in several shires in relation to the keeping of cats. The City of Joondalup have formalised laws which will come into effect in October 2009. Other shires are testing these new laws over the next 12 months before compulsory registration of cats is enforced and the application of fines.
These laws aim to promote responsible cat ownership, welfare and safety of domestic cats and to assist in the prevention of nuisances to the community caused by cats.
Unfortunately for cat owners there is presently no avenue of disputing these laws with the individual shires nor dispute the decisions made under them. These laws have the potential to disrupt and damage relations between neighbours and encourage vigilantes to target several cats in one street just because they don't like cats.
There are some variations in these local laws depending on which shire your suburb falls in, the main requirements are:-
1. The registration of cats may be compulsory for each cat you own or only for 3 - 6 cats.
2. All registered cats within the Shire shall be sterilized.
3. Cat owners shall ensure their cats are identified by a collar and tag with their identification details including address and telephone number of the owner or be micro-chipped with the contact information of the owner.
4. A cat shall not be in a public place unless it is under effective control; a cat shall not be in designated place specified in a schedule under the local law in particular protected flora & fauna areas. A cat shall not be on private premises where a complaint by the owner or occupier of the premises has been made to the City in relation to the cat's unwanted presence on the property.
Penalties
Contraventions to these local laws may incur a fine as nominated by your Shire or the impoundment of your cat by an authorised person which includes a Shire Officer or the occupant/owner of a private residence. If a complaint is made by a neighbour to the Shire about your cat, the Shire Advocate or a Shire Ranger will contact you directly as to the nature of the complaint and remedies expected.
Note: you cannot be forced to fully enclose your cat currently under these local laws, only to keep your cat inside during the hours of 9pm to 6am each day.
Where an unidentified cat is impounded and not collected within 7 days of its impoundment the Shire can offer the cat for sale, cause the cat to be destroyed or cause the cat to be rehoused.

Trapping cats and removing them from their own street and neighborhood under these new local laws is an emotional issue for the cat owner, their immediate family and for other pets in the household. Children are particularly affected when a beloved pet goes missing as are the elderly and those pet owners who have had their cats for a many years.

Now, a lot of people have contacted me recently to ask me to cut down my detailed articles on dog training and to just give the main key points that they need to get going with dog behaviour training in a relatively quick period of time. It should still be noted that successful dog behaviour training requires some time and patience at the best of times, but all the same you should find the following definitve list useful, it contains the top 5 tips to any successful dog training that you ideally need for maximum success. Please take some time to read this article and you should find it makes a huge difference to your dog behaviour training success. Here we go: 1. Get your dog's attention
Before you can start training your dog you first need to get its attention, this may sound like teaching grandma to suck eggs to you but you would be surprised how many people overlook this and just carry on trying to train a dog who isn't really even paying attention to them in the first place! There are some easy ways to get your dogs attention such as simply talking to him and offering him a small treat in reward for his attention - dogs soon get to know and catch on quickly to this and you will notice this working very quickly. 2. Give praise
Time and time again it is the simplest and most obvious things that people neglect to do when training their dog, and surprisingly one of the most common (and most essential of the lot) is to give your dog praise when he does something right,as this helps to complete his association between your voice pattern and whether he has done good or bad. Whenever your dog obeys you and does something correct, make sure you give him plenty of praise and you will soon notice a change in his behaviour, even over just a short period of time, it's that effective! 3. Reprimanding
When it comes to successful and effective dog behaviour training, giving a stern reprimand is just as important as offering plenty of praise as both are required to complete your dog's association between your tone of voice and his behaviour. People come to me all the time with the issue that they just feel too horrible when they tell their dog off and they shy away from it. This is not good as if a dog is not told when he has done something wrong, then he will continue to do it knowing no different. You need to reprimand when needed to make all this work.Now, just to clear something up that is not always understood so well, to reprimand does not mean hitting your dog! This is totally wrong and will not help your dog behaviour training at all. Instead., any time your dog is engaging in bad behavior, use the opportunity to teach him the 'stop!' or 'no!' command. Using the 'stay!' command can also be effective in these situations and is good to use. 4. Use the right dog behavoiur training tools
There is no good trying to train your dog if you don't have the necessary tools and supplies to do the job, you wouldn't really try to train a dog to obey your 'sit' commands without taking him out on a lead for a while would you? No, of course you wouldn't and it's another key factor in any successful dog behaviour training program. If you have a well behaved dog, then a 6 ft lead and a regular collar will easily suffice and will do the job nicely. However if you have a dog that is slightly more uncontrollable and unpredictable, then you should use a special training collar. You also need to make sure the collar is the right size (an uncomfortable dog is much less likely to play ball!) which you can do by measuring the dogs' neck and adding about 2 inches, this should give a pretty good estimate of which collar you need to buy for your dog. 5. Do a little dog behaviour training every day
Don't rush dog training. Trying to fill a dog's head with too much information will more than likely end up working against you just in the same way a child would trying to learn the entirety of a subject in just one lesson, it doesn't work. Teach your dog one command at a time and don't move on until he gets it, keep at it and persistence will pay off.

Dog urination problems have been a cause of concern and frustration for a lot of people ever since canines became a favorite house pet. It is an often worrisome and always frustrating event in the home which keeps many a pet owner on edge. You ask yourself, is this dog urination problem harmless or indicative of something more critical? What can you do about it? Here are some helpful information and tips on how to handle the specific dog urinating problem you have right now.
First in your to-do list is to observe the canine when he relieves himself. In many cases, abnormal peeing is not a serious medical sickness but a behavior related condition that can be remedied without veterinarian care. Extreme emotions of fear or enthusiasm can be a source of problem. There are dogs that cannot control peeing when they are overly excited. The best thing to do is to exercise him prior to the anticipated event to tire him out; or to only acknowledge him only when he has calmed down sufficiently.
Another dog urinating problem is submissive urination. This is when the canine pees upon seeing an authority figure, which usually is his owner. Submissive urination generally applies mostly to younger dogs who do not know better yet. Condition them from this by taking him out of the room when he pees; and keeping him and petting him when he does not relieve himself then and there.
However, if the dog pees on a person on purpose, you must immediately correct this. This is a sign of utter disrespect and when not dealt with early on, will progress to a more harmful behavior not only towards you, but to the society. Do not allow this to happen.
Wrong training and misinformed conditioning practices have developed many of these dog urination problems. If this is your pet, a few simple adjustments in how you deal with them are all you may need to correct their unfavorable habits. Medically related urinary problems though, will have to be addressed properly.
Dog urinary tract infection or UTI is usually contracted with the canine's consumption of contaminated food and water. Bacteria enter into the dog's system and often progresses to go into the bloodstream, infecting the other organs as well. Symptoms of UTI can be detected by following your dog's pattern of urination closely.
If your dog pees frequently and is having a hard time when he does, this may mean he has UTI. Inspect the urine for traces of blood. If there is, then you must bring him to a vet as soon as you can. If the canine is also taking more water than what he usually does, be concerned. Dehydration is a good index that something is wrong with him internally.
It may be easier said than done, but do not worry if your pet has a dog urinating problem as we have discussed today. Many of the underlying causes can be easily treated and there are available cures for the conditions that are more serious than others. In this article, I write about the pleasures of having a cat as a pet. It took quite a long time for my wife to persuade me into letting her have a cat, but we now have three. I would certainly recommend other people to give a cat a home as they are no trouble at all and add lots of value and love to the household.
Looking back I am not really sure why I was so against having a cat as a pet. It was not for the financial reasons of buying the cat food as it is not exactly expensive. I suppose I thought that they would ruin some of the furniture or may even pooh and wee on the floor. This has not been the case and thinking about it, I was being rather stupid, as you no doubt agree.
This is the daily schedule of our three cats. They wake up in the dining room which is now basically the cats room. They are then fed and eat their breakfast. In this dining or cats room, we have put litter trays down for them, but it is very rare that they use them. The cats then go out of the house for a while and a little bit later can usually be seen sunbathing in the garden, that is if the weather is good of course.
At around twelve midday the cats then come in for some lunch, yet more cat food. I often wonder how they do not get bored eating the same type of food, day in, day out. They will then sleep somewhere around the house for the next few hours before asking to be let out to do their business.
At around 5pm they have some more food and then decide to become a little more sociable. They would then normally join the family in the main living room and curl up to sleep some more, normally on somebodys lap. Each cat is quite funny as they seem to have a favourite member of the family whose lap they would prefer to sit and sleep on. My two children really love our cats especially during the evenings.
The three cats will then wonder out again at around 10pm before asking to come back in around an hour later.
What a life this is, if I am able to come back to this planet after I die, I would like to come back as a cat please.
The cats have really been no trouble at all and we are planning to let both of our children have their very own cat to look after, for Christmas.
For the record if any of you are interested out there, our current cats are called, Tom, Ben and Pip. They all get on really well together and very rarely fight.
Maybe I am just lucky but when talking about the subject of cats with my family and friends, they all tell similar stories to mine.

Aetna, the health insurance giant, may soon be insuring Fluffy the kitty or Fido your pooch. Pets Best Insurance is the new pet insurance company under the Aetna banner. They began underwriting policies last week in six states, and plan to sell in all 50 states before long.
Aetna intends to trade on its market visibility and sell Pets Best policies through the 40,000-plus veterinarians in the United States. Aetna is also counting on this for a new source of income, which will help them weather the economic downturn. Pet insurance sales have been growing at more than 20% a year since the late 1990s.
The policies will also be offered through the company website. Policy premiums will range between $300 and $500 per year per pet, based upon the chosen coverage.
The policies will pay 80% of costs, subject to a deductible, for each illness. Routine checkups, lab tests, prescriptions emergency room visits and other services are covered.
Pet Best's policies are comparable to those that have been on the market since about 1998. Some insurers exclude hereditary and chronic conditions, others don't.
Should you buy Pet Insurance?
About 60 percent of American households have a pet and spend over $10 billion a year on veterinary care.
If a pet lives an average of ten years, you could shell out between $3,000 and $5,000 on premiums for each pet. Without insurance, you might not ever spend that much on medical treatment.
